  • Tanzania’s youth population is extremely large, with more than half of the population roughly 23 million—under the age of 18.
  • Approximately 10% of children in Tanzania have been orphaned (an estimated 40% of which are orphaned as a result of HIV and AIDS).
  • 930,000 children have been classified as most vulnerable children (MVC). More than 220,000 MVC live in the northern region of Tanzania. These children may suffer from extreme poverty, live in child-headed or elderly-headed households (most often with their extended families), and/or have a physical or mental disability.

Despite significant changes to national policy that provide greater support to these children, much remains to be done. There are chronic human resource gaps and a dearth of services in rural communities, where more than 80% of the population lives. These problems impede efforts to provide comprehensive care to most vulnerable children and their households.

Pamoja Tuwalee is a five-year project funded by USAID in the northern regions of Tanzania, implemented by the Bantwana Initiative in collaboration with John Snow, Inc. (JSI). Bantwana’s Pamoja Tuwalee project strengthens local partner organizations including NGOs, community-based organizations (CBOs), community groups, and local structures such as Most Vulnerable Children Committees (MVCC). Often these organizations already provide a range of services to vulnerable children and families.
Outside of community efforts, government is the largest service provider for vulnerable children. Bantwana helps local government translate national policies into practical service delivery strategies. It also strengthens coordination and linkages between the government’s social service systems and community providers to improve access to and quality of services.
Pamoja Tuwalee uses four platforms to develop an integrated child protection and service delivery network for vulnerable children and families:

  • Advocacy
  • Multi-sectoral School Assessments
  • Child Rights Clubs
  • Economic Strengthening
