The Promise of Equity with Ability to Benefit

The Ability to Benefit (ATB) provision in the Higher Education Act, which gives adults without a high school diploma or equivalent access to federal student aid, is a critical but underutilized strategy for ensuring equitable access to postsecondary education.
Recently launched by Corporation for a Skilled Workforce (CSW) and the School of Education at the University of Pittsburgh, in partnership with the Office of Community College Research and Leadership (OCCRL) at the University of Illinois and World Education, Inc., the A2B4Equity program will pilot the use of College Promise and other funding streams to pay for part of ATB students’ postsecondary education costs, paving the way for them to access federal student financial aid. World Education is providing technical assistance to the participating colleges and states.
