JSI’s World Education to Lead ‘Empowering Educators’ Program in Mozambique

In Mozambique, continuous teacher professional development historically faces persistent challenges, particularly regarding consistent on-the-ground implementation. In an effort to address these challenges, the Ministry of Education and Culture (MEC) has partnered with World Education, a JSI initiative, to implement the new Empowering Educators program.
Funded by IrishAid and launched in 2026, the program works with MEC to operationalize the Mozambican government’s National Strategy for Continuous Teacher Training. The project’s intended impact is to improve primary education learning outcomes; strengthen foundational learning; and promote the access, retention, and protection of girls through gender-responsive school management in Niassa Province of northern Mozambique.
To achieve this vision, World Education will initially reach 600 teachers (over 200 of whom are women) and 100 school directors in four targeted districts. The project is designed to achieve the following expected outcomes:

The Empowering Educators program is designed to directly address systemic issues. By initially gathering comprehensive baseline evidence, the project will enhance the education system’s capacity to support teachers sustainably, while translating national policy into tangible, day-to-day classroom improvements.
World Education’s Provincial Manager, Ligia Lundo, emphasizes that “the sustainability of the strategy is based on the principle that trainee teachers will act as multipliers of the process, ensuring and prioritizing on-the-job training, where Deputy School Heads will provide ongoing support in the classroom (peer coaching), making use of the support tools available within the system. Strengthening management for all learners will enable everyone, from the manager down to the classroom, to adopt strategies to create a successful social, academic, and learning environment.”

The Empowering Educators strategy relies on World Education’s 15+ years of work supporting education initiatives in partnership with the Government of Mozambique. Since 2011, World Education has partnered with MEC to deliver both large- and small-scale education programs, collectively training tens of thousands of teachers and supporting well over 2 million learners. World Education ensures that the Empowering Educators program will effectively scale government-led interventions and deliver sustainable educational outcomes for Mozambican communities.
