Digitizing Eswatini’s National Case Management System for Child Protection

Eswatini is moving toward a holistic, integrated, and digitized case management system with the official launch of the Primero Child Protection and Information Management System (CPIMS+/Primero). CPIMS+/Primero makes the work of social workers easier and more effective, enhancing data collection, coordination, and service provision.

A technical working group composed of the Department of Social Welfare, the Royal Science and Technology Park, and World Education’s affiliate, Bantwana Eswatini, developed and tested the system aligned with Eswatini’s information, communication, and technology policies, and national case management standard operating procedures for child protection.

With CPIMS+/Primero, social workers are not just users, but partners in the initiative. Social workers were trained to use the digital platform to enhance timely case handling efficiencies. 

CPIMS+/Primero is a web platform that works offline and is customizable. The digital system replaces a paper-based system that brought high risk of data losses, security issues, and service delays. CPIMS+/Primero ensures protected data, accountability, and standardized case management processes.

CPIMS+/Primero allows social workers to collect and analyze data centrally, receiving live updates that help with case handling and coordinated network referrals. Cases are monitored and managed from identification to closure, and aggregate information is shared with stakeholders to inform policy and decision-making. 

Child protection data from all four regions can now be collected, aggregated and accessed at the Department of Social Welfare headquarters in real time.” – HE Themba Masuku
