Monitoring, Evaluation, and Research

Harnessing data to assess and improve programs

We have extensive experience building knowledge and information bases through design, development, and implementation of monitoring and evaluation (M&E) systems. We also conduct evaluation research in international education.

We work with local, government, university, and multilateral partners to gather timely and reliable data to determine whether programs are on track and meeting their objectives. Our approach focuses on building capacity by working with partners to promote data use for decision-making in all aspects of program design and management for improving targeted outcomes.

With strong institutional capacity and expertise in evaluation and research methodologies, we use large quantitative impact evaluation methods, experimental and quasi-experimental designs, integrated multi-source data sets, and qualitative methods. We  have conducted international education research projects and developed local capacities in M&E and research in Asia, Africa, Eastern Europe, and the Middle East. Our support includes instrument, indicator, and information system development; policy-relevant data analysis; analytical synthesis; reporting; and policy interpretation. We collaborate closely with all stakeholders to ensure ownership and use of evaluation and research results.

Assessment

Assessments are a critical component of program development and implementation. We implement assessments for various purposes. Our staff is skilled in developing, implementing, and analyzing results of rapid assessments of the local context to institutional education management information and M&E systems. 

We also conduct participatory assessments to identify baselines and targets at each level of an organization. This leads to a series of efforts that can include training, mentoring, exchange visits, participation in our civil society academies, and other individual- and organizational-level activities to improve functioning.

Education Management Information Systems (EMIS)

We partner on the design and implementation of programs in countries including Ghana, Jamaica, Georgia, Lithuania, Nepal, Egypt, Botswana, Mozambique, and Lesotho. These programs focus on improving systems for collecting, entering, and analyzing educational data. Through them, we work with ministries of education to:

  • Develop indicators of educational quality to inform decisions about the allocation of educational resources. 
  • Develop sustainable district- and national-level information systems to track progress on achieving educational quality indicators .
  • Install hardware and provide training on the use of software.
  • Link multiple data sets to increase the scope of data. 
  • Strengthen data use and communication capacity. 
  • Improve the efficacy of school census data collection systems.
