The Inclusive Primary Education Activity (IPEA) is a USAID-funded project supporting the Cambodian Ministry of Education, Youth, and Sport (MoEYS) to improve the foundational Khmer literacy skills of children in the early grades. Building on the achievements of the All Children Reading-Cambodia project, IPEA is supporting MoEYS to roll out the national inclusive Early Grade Learning program, Komar Rien Komar Cheh. In addition to strengthening MoEYS's capacity to scale up, manage, monitor, and evaluate the program, IPEA will also support MoEYS in its efforts to implement a refined school-based management (SBM) model in primary schools throughout the country, with a focus on its role in improving instructional quality.

During the first year of implementation, IPEA supported activities in Kampong Chhnang, while also continuing to provide follow-up support to Kampong Thom, Kampot, and Kep, the target provinces of the All Children Reading-Cambodia project. In Year 2, IPEA expanded to Prey Veng and Svay Rieng and will expand to additional provinces in subsequent years.

As a subcontractor to RTI International, World Education (WEI) has a key role at the central and field levels. WEI is supporting the training of trainers at national and provincial levels, providing central level technical support for MoEYS’s mentoring system, and supporting MoEYS to adapt approaches for use under adverse conditions (like COVID-19) including the development of remedial approaches, distance learning, and remote teacher training. Lastly, WEI's most senior technical education experts are working at the national level to support the continued development of the Komar Rien Komar Cheh package and teacher training materials.
