The Department of Education, Office of Career, Technical, and Adult Education funds four LINCS Regional Professional Development Centers (RPDC). World Education manages the RPDC for Region 1: Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Puerto Rico, Rhode Island, Vermont, and the Virgin Islands.

The LINCS Region 1 Professional Development Center is designed to disseminate information on the materials and the professional development in the LINCS Resource Collection to adult education and related organizations in the region; collaborate closely with advisory partners to organize and deliver virtual, blended, or in-person adult education professional development; and foster the use of new technologies, including virtual moderated communities of practice, for adult educators to improve teaching and learning.

From October 1, 2011, to December 31, 2016, 6,557 adult educators participated in LINCS adult education professional development (AEPD) for a total of 29,657.75 hours, performing at 163.9% and 148.3% of the targets respectively. RPDC1 received evaluation data from 3,551 participants at a 54.2% return rate. The average score on the LINCS Customer Satisfaction Survey for AEPD activities offered was consistently above average for all five years. RPDC1 also established advisory partnerships with 14/14 eligible agencies and 29 other adult education and related organizations within the states/territories in Region 1.
