David Noyes leads the USAID-funded SABER program in Mozambique that works to expand bilingual education, building on the Vamos Ler! and Aprender a Ler programs, which he also led. He has also managed roll-out of digital technologies for data collection and management; data-based decision making and planning; and national indicator development. David has more than 13 years of experience managing and implementing community development and education programs in Burkina Faso, Senegal, Egypt, Ghana, Côte d’Ivoire, Uganda, and Mozambique. He speaks Portuguese and French and has a PhD in physics from University of Maryland, College Park.
